ACTION TAKEN AND REPORTS RECEIVED BY THE BOARD:
Report from Board of Trustees – Board members and student representatives from Dublin and Valley High Schools reported on participation and attendance at events including: trip to Glide Memorial Church by VHS students to serve homeless families; DHS Robotics team receiving top awards; DECA group receiving awards at competition; upcoming AP testing; Wellness Committee meeting; Dozier-Libby Medical Magnet school visit; GATE Mayor’s Challenge; 4th-grade trip to Sacramento; Autism Awareness day at Dublin El.; DPIE board meeting; Wells Middle School Honors Night; DHS Open House; ACSBA meeting at ACOE; pancake breakfast with Assemblymember Joan Buchanan.
Employee Association Report – Robbie Kreitz - DTA Co-President – Addressed the board on raises. Noted that teachers, psychologists and counselors have not seen a raise in several years. Noted on behalf of all of the schools in the district they want a raise.
Report from the Superintendent – Dr. Hanke talked about article in CSBA Magazine on how Dublin Unified uses communications to tell its story. Dr. McCarty noted that he attended a recent presentation by Dr. Odie Douglas from Pleasanton Unified at local community college; Ms. Heironimus noted that she and Dr. Hanke traveled to Sacramento in order to share concerns on LCFF; Ms. Williams talk about successful teacher recruitment efforts. Reported that the district has a nice pool for upcoming interviews.
District Recognition Ceremony – The Board officially recognizes employees and volunteers who have demonstrated notable achievement. Murray Kindergarten Classrooms and Parking Lot Project – Board approves awarding of lease-leaseback contract for Murray Elementary School Kindergarten and Parking Lot project to Bruns Belmont Construction Inc.
Field Trips – Board approves Dublin High AVID to Southern California, June 17-20; DHS Band trip to Chicago in April 2014; Pathways to San Mateo County Park on June 6-7, 2013; Fallon Middle School Cheer to JAMZ Cheerleading Camp in July 2013.
Day of the Teacher Resolution – Board adopts Resolution declaring the Day of the Teacher 2013. The resolution acknowledges the contributions of teachers to the students of the Dublin Unified School District.
Local Control Funding Formula Update – After receiving information from staff about current state of proposed LCFF, Board approves resolution for a Call for Action on the Local Control Funding Formula and current impact on DUSD’s 2013-14 General Fund Budget. Board discusses possible loss of 8.7 percent of district’s budget if current LCFF plan goes into effect, a loss of $4 million next year. At the end of 7-year period, loss of $22 million. Sample letters to be provided to parents and encouraging them to reach out to local legislators.
Vision 20/20, Safety – Board receives information on the implementation of safety plan. Work of safety committee is highlighted. Board discussion included advocacy for measures that can be made immediately without board approval, and talked about the need for training.
EDCC Status Update – Board receives information on the Extended Day Child Care program.
Vision 20/20, ELA Curriculum Council – Board receives information update as the work of the English Language Arts Curriculum Council was highlighted. Grade level-meetings taking place at all sites on the adoption of Common Core standards.
Vision 20/20, Visual and Performing Arts – Board receives information on Visual and Performing Arts program, including three-year plan. Suggestions from the Board include potential partnership with DPIE with teaching teachers how to teach art.
Capital Funds Budget, First Draft for 2013-14 – Board receives information on First Draft Capital Facilities Funds for 2013-14. Ms. McNeely offered overview of three capital funds – Capital Building Bond Fund, Capital Facilities Fund and County Schools Facilities Fund.
Vision 20/20, Technology Update – Board receives information on the progress of technology strategic plan including: 1) development and launching of a "pilot" program that utilizes a variety of teacher and student devices along with classroom technology upgrades to enhance student learning; 2) developing a calendar of training and device distribution for teachers; and 3) identification of elements of two Request For Proposals (RFPs) that will be used to upgrade the existing technology infrastructure across the district.
Matters Introduced by the Board – Mr. Cunningham asks for review of D and F rate in DHS academic departments, Mr. Kenney suggests the possibility of looking into revisiting algebra in 8th grade as well a look at the contractor selection process; Ms. Miller would like to see a discussion about the different ways the character education program is being implemented at school sites.
Approval of Minutes – Board approves minutes for the March 26 meetings of the Board of Trustees.
OTHER ITEMS OF INTEREST:
Closed Session – Board received update on labor negotiations; waived requirement for two students student to pass CASHEE without modification and allow students to receive diploma upon completion of remaining coursework at Dublin High School.
Visitors – Mr. John Price, Mr. Bryant Hoex, Ms. Stacey Stein, Mr. Matt Martin, Ms. Laurie Sargent, Ms. Michele Chandler, Mr. Jeff Taylor and Mr. Garret Fogel came forward to speak for teachers at each site in the district, noting that it’s time for the teachers to get a pay increase.
Personnel Action – Board approves all personnel activities including new hires, changes in status, resignations, requests for leave and retirements.

Report from Board of Trustees – Board members and student representatives from Dublin and Valley High Schools reported on participation and attendance at events including: Multi-Cultural Potluck at VHS, Senior Ball, Community Conversation, Ed. Source Symposium, Communications Advisory Committee meeting, Financial Advisory Committee meeting, DHS Boosters Golf Tournament, Technology Advisory Committee meeting, Rotary All-Star Awards Luncheon, Dublin Integrity in Action meeting, Vallejo Band Review, Facilities Committee Meeting and CSBA Legislative Action Day.
Employee Association Report – Stephanie Anderson - DTA Co-President – Teachers are in performance mode and planning mode for next year. Asked Board to keep in mind the load teachers are being asked to carry. Asked what teachers are getting in return. Keoki Lee – CSEA President, noted that next week is Classified Employees Week.
Report from the Superintendent – Dr. Hanke introduced recognitions from Dublin High School including award-winning DECA students, Academic Decathlon, Poetry Out Loud and the varsity boys basketball team. Dr. Hanke outlined key points of LCFF and asked that state legislature take the time to do this right. Dr. McCarty shared information on Project Lead the Way Grant for Dublin High worth $33,000 and second grant from Alameda County Office of Education for the Tobacco Use Prevention and Intervention program. Ms. Heironimus shared information on current growth patterns in the district. During week of May 13, district passed the 8,000-student mark. Kolb with 1,000 elementary students. Shared most recent budget information from Sacramento. Ms. Williams shared on hiring process, including latest second-round elementary teacher interviews. Also shared information on staff BBQ at Emerald Glen Park.
Parcel Tax Oversight Committee – Board approves staff recommendation for one-year re-appointment of current board member.
Warrant Registers – Board approves warrants for April 2013.
Measure C Bond Progress Update – Board received information on latest progress in projects funded by Measure C bonds.
Dublin High Tennis Courts Improvement Project – Board approves award of Lease-Leaseback contract for Dublin High School Tennis Courts Improvements Project.
Destruction of Records – Board approves destruction of School Records, Class 2 and Class 3, per staff recommendation.
Minutes Approval – Board approves minutes from the April 16 Regular Meeting of the Board of Trustees.
Classified School Employees Week – Board adopts Resolution No. 2012/13-37 declaring Classified School Employees Week and acknowledging the contributions of the district’s Classified Employees.
Vision 20/20, Student Learning, Science – Board receives information on work of Science Curriculum Council. Members have been meeting since October 2012, continuing work to develop and implement the coaching model for K-5 while receiving on-going professional development on Next Generation Standards. Council currently focused on understanding what is necessary for student to master Science content. Continues to work with own PLC science teams at their sites.
Vision 20/20, Student Learning, Math – Board receives information on work of Math Curriculum Council, which consists of 24 members. Dr. Kevin Grier noted that a consistent set of district benchmarks will be primary focus of the council for next year. Ms. Custodio, responding to Board questions, informs the Board that a new UC-approved math course is on the books for the 2014-15 school year. Committee addressed questions about summer match academy and re-taking math courses to keep skills fresh.
Board Policy, Mathematics Instruction, Algebra I – Board received information and discussed expectations for teaching Algebra I. State no longer mandates Algebra as 8th-grade requirement. Staff seeking input from Board as to whether to make a requirement for 8th-graders in Dublin. After board discussion, Dr. Hanke concludes that there is consensus among the board to no longer require Algebra I for 8th grade.
Performance Audit for Measure C – Board receives information and approves performance audit of Measure C Independent Accountant’s Report on Applying Agreed Upon Procedures for year ending June 30, 2012. Ms. Heironimus introduces representative from audit firm of Crowe Horwath, who gives overview. The report is a requirement of Measure C Bond.
Measure L Parcel Tax Report – Board receives information on third-annual Parcel Tax report for 2011-2012 as required by government code 50075.3. Ms Heironimus and Mr. Stalwitz, incoming president of the Parcel Tax Oversight Committee present the tax report for fiscal year 2011-2012. It is noted that there is one year left on five-year parcel tax, due to expire July 2014.
Special Revenue Funds, Draft Update – Board receives information on the second draft of the Special Revenue Funds Proposed Budgets for 2013-14. Ms. Heironimus reviews some of the changes to the special revenue funds due to change in funding models next year. Special revenue funs for adult education, child nutrition, deferred maintenance and special reserve revenue fund are included in review. Board item on deferred maintenance to be added to the calendar.
Non-Re-Election of Probationary Certificated Employees – Board approves resolution for the non-reelection of Probationary Certificated Employees.
OTHER ITEMS OF INTEREST
Donations – Board approves donations as presented and expresses Board’s appreciation for contributions made to the district.
Personnel Action – Board approves all personnel activities including new hires, changes in status, resignations, requests for leave and retirements.
Upcoming Agenda Items – Deferred Maintenance added to Board Annual Calendar.
